Its upto you. If u kill things all the time it would take 50 hours to make it 70.
To make combat level higher only raise Attack, defense, Stranth, and hitpoint. Just try to use mele on ur combat.
First kill alkidra warriors-- hill giants-- moos giants-- Ice giants-- Daemons, and then dragons.

If you want to get there quickly without spending the time to get food or money the only way is through the minigames. Castlewars, Pestcontrol , the duel arena, Barbarian Assault & the Fight Pits are all safe games you can play where dying dosen't cost you anything ( unless your staking at the duel arena ) & give lots of combat xp.
As for how quickly you'll level depends on the amount of time your on & how much damage yoiu do to your opponents.

This depends on how hard you're willing to work.
I suggest get the best food and armor, and fight the strongest monsters that you dare.
This will result in the highest stat gains, with risk, but then, what fun is it without risk?

wow umm funny story about that for me in runescape i just killed a few guyes leveled up my stats and got them all up to like twenty five and i was like a level 85 when i started at like 15

Lol, its not easy training that far but if u play non-stop maybe in like a two weeks maybe a month.
