I have Windows XP.. I mean like when you turn on the computer and you have to pick your account name thing.. Is it true that the more names you have the slower it makes your computer?

That's true up to a point. For each account you create, Windows creates a new batch of files and folders that contain each user's configuration settings, temporary files, Internet cookies, document and picture folders, etc. If you have enough of these accounts being used regularly, they can take up large amounts of hard drive space, and a computer does tend to slow down as the hard drive gets closer to full.

Having more accounts does not necessarily slow the computer down. Having multiple accounts can slow it down in the following situations:

1) You login with account A, start a few applications, then switch (not logout of A) to account B and start a few more applications.

2) You keep a lot of data in each account's home directory so that the local disk has little file space left.

I have 4 user level accounts on my home PC without any performance issues.

no that is not true just make sure the others who use the computer have log out of there accounts befor you login to your account
