You'd be best to aggressively lift weights under supervision of someone who knows what they're doing. Alternatively, do a search for "Evil Russian's "Hit The Deck" Program," which is a cool little push-up program that may not make you huge but will help fill out your shirt a bit. From being in military (and law enforcement) boot camp, I know that a month worth of sit-ups and push-ups makes a difference (these days, they do crunches instead of sit-ups -- pulling on your neck during sit-ups can injure you). Bodyweight exercises costs you nothing, are generally safe, and will give you results, though not as great as lifting weights. Best of luck!

To gain size, use heavier weights and do less repititions. Be consistant but train safely.
