It probably contributed to the collapse but it's not the sole cause. The government needed to take these reports and findings more seriously though. There seems to be a massive lack of planning in the government departments for increased traffic and population.

that and the simple fact that no one wants to pay taxes anymore and our govt would rather spend $1 trillion in iraq than rebuild american infrastructure...
