My brother says that Celine is still a vampire at the end of the second movie. Is this true? He also says that Marcus's father was a vampire. Is this true? I say no because that would have made both his sons vampires. What do you think?

Your brother is correct that Selene is still a vampire at the end of the second movie. He is not correct about Marcus's father, Alexander Corvinus, being a vampire. Marcus had been bitten by a bat which turned him into a vampire.

Alexander was a Hungarian warlord who lived in the early fifth century. He ascended to power just in time to watch his village ravaged by an unknown plague.

Alexander was the only survivor of the plague. His body had adapted to the virus, and through some unknown means consequently making him the first true immortal.

Marcus's father is not a vampire. He is simply an immortal. Marcus was bitten by a bat and that with his immortality made him the first vampire. His brother William was bitten by a wolf, and that with HIS immortality made him a werewolf.

Their mimmortality was based ona genetic mutation that, combined with the bite from the respective animals, made them what they are.

Selene is still a vampire, but she is more powerful having drunk the blood of the first immortal, Marcus's and William's father.

It's debatable, but pretty hard to debate she's not a vampire.
