Your funny. At first it was hydrogen peroxide, which is listed as flash point being 70C on wiki, but no where else. For some reason i distrust that. - he edited the question (hydrogen dioxide is what was asked first)
Water does not explode under any normal condition that I am aware of.

Dihydrogen monoxide is H2O or water. It will never explode, only vaporize into steam at 100C.

I think he meant to ask when it decomposes. Thermal decomposition of water occurs at about 2000 degree Celcius.

2 H2O (g) -> 2 H2 (g) + O2 (g)
