It really depends on the web site that you are trying to build more than anything. If you are trying to build a web site for a company that only allows people to use IE then you should not waste your time trying to make it work for the other browsers. If you are making a completely public site then you need to make some tough choices on how many browsers you want to support and test on. The more you support the more work and testing needs to be done. However, if you support FireFox and Internet Explorer you will probably support 98% of the public populations web browsers. Now you have to do some financial analysis on whether you want to invest the effort in supporting the others.

A tried and true web developer must have copies of MANY browsers! I have copies of just 6...and I'd like to have more! That way, you can test your pages so they'll work well for a variety of audiences...

Thing is, too bad, but, HTML and CSS and javascript and all those, don't show up the same on all browsers or even on all releases of the same browser or on all computers, and on, and on...so if you want your web pages to be appealing to the widest possible audience, you've got to TEST for the widest possible audience. Get a variety of browsers for yourself, and get some pals who have others, and find a library that has another, and on, and on...
