California, statistically it probably does since it has by far that largest population. But it also has women from a huge variety of ethnicities, and that doesn't hurt either.

I'd have to say it is a tie between California and Florida because most attractive women are in turn attracted by the beach. I say this assuming the generally accepted view in the U.S. for what is beautiful. Personally I like Goth or Punk grrrls, neither of which tend to be found at said beach.
