The hazard switch is probably bad. This is a common problem on 00-05 Impalas. The part is about $50 and takes about 30 minutes to install. The part number is: 10359031.

Sounds like the hazard/turn signal flasher has had it. This is located all within the hazard switch assembly on the dash. There was a recall of some of these flashers, but I'm not sure this was one of them. The easiest thing to do is to remove the switch from the dash and check inputs or disconnect it to see if the buzzing goes away. Good luck.
