Start by getting into local politics. Slowly work your way into federal government. Along the way you need to create some kind of hysteria and fear about a great, unbeatable threat. Then, once you are in a position of power, you use that fear to claim "emergency powers", and never give them back. Then, you launch a crusade to "save" the world from this threat, conquering it as you go.
Good luck. History shows that it doesn't work for long before YOU become the great threat and the whole world resists you.

Taking over the world is expensive. You must join with like-minded, wealthy people. Try a letter-writing campaign to Hollywood Celebrities. Start with a worthy cause like Global Warming.
Build your power little bit by little bit. Run for a local office (Anything; even if it has no salary.). If you're a complete unknown run for an office where you are unopposed.
Remember to always display complete confidence in your actions in order to keep your followers happy and always be moving forward. "Winners always want the ball." :)
