Good government is an oxymoron in this country, but nonetheless, assuming our governmet did what it was intended to do, good government would be defined as:
Representative of the electing body. That is to say that it would be run by individuals who truly represent the average voting person and not corporate or lobbyist desires.
It would be small. Government would not have 300 branches and intrude into affairs better handled by state and local bodies. Government was created only to protect our basic rights and upkeep our military for defense purposes.
The above would lead to repsonsible fiscal spending. There is no need for multibillion and trillion dollar budgets when government has been reduced to it's desired purpose. Pork and Largesse would not exist under "good government".
It would incorporate all ideologies. The two party system would be a thing of the past and a ten party system would legislate, an arrangement that would FORCE compromise and common sense.
To conclude..."good government" would be best defined by a small well run diverse representative machine that you as a citizen wouldn't even know is there.

Good gov. should be defined as a body of protectors whos one and only job is to protect the interests of a particular entity/country. Protection from invaders and economical protection(which does mean for that countries companies AND that countries workers). Good gov. is not invasive into your personal life and it is not there to hold your hand in life. It should help create an environment in which it's citizens can take care of themselves. Personal liberty is what this country was supposed to be about.

You define a good government by the amount of liberty it allows its citizens. The freer the nation, the better the government.
Government is not.. overall.. a "good" thing. It is responsible for the greatest atrocities and wars in all human kind. Murder, slavery, rape, theft.. all of thats had governments stamp of approval on it before, its all been made legal before.
I think the great evil of man has been mans desire to control other men.

That definition varies a lot depending on your political leaning.
A conservative will tell you it's fiscal responsibility, take care of business at the lowest level possible, and let's protect the country.
A liberal will tell you we need to spend money to take care of everyone from cradle to grave (I guess they think we are too stupid to handle anything ourselves), the federal government will control how everything is done, and they too want a strong defence---as long as it doesn't take any money away from everything else they want to do.

to define a good gov, the gov officials would need to put the peoples desires and needs first, also to grant as much freedom as could be without damaging other people or property, I think most people know what they want from the gov, and mostly to be free from gov, intrusion, into their Private lives.
