if a President from another country come to see bush to talk or whatever dose that President need to have the same thing like if a person come to usa from another country?

Heads of states still need a visas as they required one of Castro to vist the UN. I suppose though they don't have to go through regular channels and the visa is araigned through the executive office.

If you are referring to a visa or something like that, then the answer is, no. Arrangements for official visits are made at high levels as a courtesy. Other countries extend the same courtesies to us and other countries.

A President or King or Prime Minister etc. represent their entire country. They are treated in a special way to show respect for that country and its people.
