One that uses IPsec or SSL. You want the data inside the VPN connection to be encrypted using encryption keys that you can set yourself.

IPsec requires some client software on the users PC.

SSL in theory is clientless, using your browsers SSL capability, however all SSL implementations has some sort of thin client that runs on the users PC.
