Does anyone know how to manuely open and close the headlight on a 68 corvette? One will go up and down and the other came up, but won't go down. Do these lights work off of a vacuum tube or something? I noticed the car needs to be running for them to move properly. Could that be the problem maybe?

They work off vacuum. You may have a leak. On my 77 there was a switch underneath the dash by the steering column that would allow you to raise the headlights and leave them up. Good luck with it.

Yes, they do work off a vacuum, the actuators may be bad. This is a common problem with those type of headlights. If you turn the lights on, you should be able to manually pull the headlight housing up and it should stay. We have a '75 Stingray and the driver's side light comes up an inch or two and sticks, so we have to pull it up. The actuators are not very cheap, so... Just another thing to add to the to-do list.
