Nothing. Programmers are what they are called outside of the industry. Developers are what they are called inside the industry. If you say, "I am a developer", to someone that isn't in IT, they typically think like construction developer or something. I usually just say Software developer to people and leave it at that.

Software devloping is a process which are done through 5 steps,the steps are:

1.Analysis
2.Design
3.Coding
4.Testing
5.Implementation

All steps comes under software devloping.And step 3 (Coding), done by the programmers.
So we can say that ,a good software devloper must be a good programmer.

But there are restriction for software devolpers is that he/she must know about all phases of software devloping model but programmers does not required to know about all phases of software devloping.

They could be the same just different labels as suggested in the previous post, or sometimes the difference could be:
programmer - the one who actually writes the code
developer - designs the software (should have these functions, look like this, etc). This role could also be called a systems analyst.

Labels are tricky. The system analysts role for example, I have seen at least 5 different interpretations of it (inside the same company). My advice is to look at the job description and not the label.

Anyone who writes computer code is a "programmer". A programmer could do thing such as correct bugs in software, add new features, upgrade software, develop routines for a software library, etc. They could even create a new program.

A "software developer" is a "programmer" who is creating a new software right from the start.

So a "software developer" is one function that a "programmer" could funfill.

Programmer :- writes short computer programs for solving small specific problems, for instance, finding the solution of a system of linear equations.

Software developer :- Writes big as well as small computer programs for professional problem-solving and commercial purposes. For example, the MATLAB software.

It is just a different way of listing the job typically. Like Server instead of waitress.
