Most states reflect the federal government, both in their selection of Governors and taxes. Most states have a Dem. controlled state government. Who's philosophy is, tax the workers, and give it to the non workers. Need more???? Tax a little more. When they run business out of state, and the truly wealthy seek and find tax shelters out of country they stand and scratch their head, thinking, what went wrong. We taxed the rich, why ain't everyone happy? Only the working class pay taxes, everyone else, just passes it own.
