Does she mean in films/stories or in real life?
Because in films and stories, characters are often 'all bad' or 'all good' and often stay that way. Sometimes they do change sides though, for example 'The Grinch' who ends up being good and popular at the end.
In real life though, people aren't really all good or all bad, most people are a mixture of both, and can easily change depending on the choices they make.
A good question for a 6 year old!

Sure, TV's "Judge Mathis" did incarceration time before he straightened up and went back to school.
Now he's got his own TV show. He is also highly respected for the knowledge he acquired during his days as a "bad guy" because it helps him make better decisions.
But he is more the exception than the rule. It's much better to start out good and stay that way.

Oooh thats a hard one. I think i'd just tell her the truth-some do some don't. You dont want her to grow up and give bad men chance after chance when theyre never gonna change, but also you dont want her to have no trust and faith that people do make mistakes sometimes. Yeah id just tell her some do some dont good luck!

Tell her bad guys choose to make decisions that bring on bad answers and bad results. Many are raised to believe that this is their way of life. Tell her also that God sees everyone of them and God loves everyone. God has people to pray for others because God has seen where this person came from and why they choose bad decisions. God knows the very content of everyones heart. Tell your daughter, to pray for everyone. Her prayers will be heard. Even King David in the Bible picked bad choices but he reaped what he done.

the best illustration wld be those in prison.
in a study of relapse rates in one country - they follow the cohort for 5 yrs - the relapse is only 20%. hence many r saved. it depends on the country and its rehab program, how committed the govt is in wanting to help turn a new leaf. in usa, its much too high! - no such studies

Darth Vader became good...eventually. Criminals who go into rehabilitation and genuinely regret thier crimes will always have that guilt and wouldnt dare do anything like it again....then there are some people who arent like others. They will never be good.
