That is completely true. The fewer freedoms we have, the fewer choices we have to make. Fewer choices leaves us with little responsibility for our actions. We are responsible for free choices of acts over which we have control. Lack of control equates to lack of freedom which equates to lack of responsibility for our acts. How can we be responsible for an act over which we have no control?

Of course it is. Democracy is based on free responsible citizens that can make decisions on their own. In an authoritarian regime people are not expected to be responsible, they just have to be obedient.

Responsibility is the ability to respond -- the ability to choose whether and how to act.

If the choices are limited, then responsibility is reduced.
