It is rotating on its axis once a month, which is also how long it takes to orbit the Earth. That causes it to always keep the same side facing Earth. If the Moon didn't rotate at all, then as the Earth orbited the Sun we would see different sides of the Moon at different times of the year.

the moon is still on its axis its just moving away from earth about 1 1/2 inch a year

Yes;it is rotating about its axis.But the duration of its rotaion about its axis and that of its revolution around the earth both are same(about 28 days).That is why we are always seeing only one side of the moon whereas the other side is permanently invisible to us.
