Overall as a rule NO, it is never OK to take without asking. BUT here at my house the first time you visit, you're a guest and everything will be provided/given on request. The 2nd or more visits you come over, Well get it yourself and you don't have to ask.

On certain occasions, it's OK. If, for example, an item owned by somebody was in grave danger and you had to move in and take care of the problem without the owner even knowing.

Many's the time I've seen a pile or basket of things beside which is a notice which reads "Please take One".
I reckon it's perfectly acceptable to take one without asking in such a circumstance.

"right" is subjective and relative to each person. I can't say for you, but I take unless I ask, and usually I won't take even if it's offered.

no i don't think so because you may take something which very important to that person you are taking a thing. so first ask for permission.
