Only if you've got a Wake On Lan capable LAN card AND it's your connection into the internet AND the hacker has already set up the magic packet behaviour of your LAN card so he can get to it.

So in theory, yes. In practice, it's a pretty resourceful hacker... and why would they bother turning on your PC remotely when there are enough zombified PCs out there left on all the time anyway.

No If your computer is not even powered on; there is no way for a hacker to gain control of that pc.

bambamitsdead is absolutely correct. While highly unlikely it IS technically possible under the right circumstances for someone to remotely start your computer. It is highly unlikely though it is NOT impossible.

NO, a hacker can turn off and control you computer if you are on, if you are off then no hacker can turn on ur computer.
