Subjects, or citizens, of the United Kingdom of Great Britain and Northern Ireland, which is abbreviated as the UK, are collectively called the "British" as in the British Medical Journal. The United Kingdom, of course, is made up of two separate countries, England and Scotland, a principality, Wales, and a province, Northern Ireland. Citizens (or subjects if one prefers) of England are called "English"; in Scotland, they are called "Scots" (the liquor is Scotch), and in Wales, they are called "Welsh". Individuals born in Northern Ireland before 2004 are called "Irish". Scotland, Northern Ireland, and England and Wales have separate legal and educational systems but are all represented diplomatically and defended by the same central government.
The people of France are the French. Both the United Kingdom and France are members of the European Union EU) and all of them are also European.

Great Britain is not in France, nor is France in Great Britain, if that's what you meant. It's hard to tell by the way you phrased the question.
People of Great Britain are Brits, or the British.
I don't the people of France are "a" anything. They're just the French, or French.
