Were you attempting to get IN or OUT?
Certainly BORDER can relate to your property line/lines and in that case, 3 miles might be a lot? Over the course of my time in the trades I suspect I've done more, and replaced as much.
Without knowing at all whether or not this is an inane, attention getting Q, I'll wonder but certainly don't much care.
If it's a POLL, I don't much care either.
I do however; find fences often offensive; though they don't seem to keep much OUT, or IN, anywhere.

It was 7.5 miles around my property, and I took down and replaced every inch of it. I put up a bigger and better fence though, but I was trying to keep my cattle in, and my neighbors cattle out. Good fences make good neighbors.
That new fence also managed to keep poachers out, they were trying to shoot deer. Instead, they got a shot of electricity. Oops, was I supposed to mark that wire as hot?
If your trying to make a funny about the US/ Mexico border, then why don't you come down here to Texas and try to touch my 2.75 miles of fence facing the border. I built it without the help of Congress, and so far I haven't a single hog or deer poached, but my dog did bring back a piece of someones pants. Once.

You have too much time on your hands. You might consider taking a class, learn to speak spanish, and work at a local hospital emergency room where they need spanish speaking volunteers.
