Technically Tokyo only has a population of 8.34 million people, but the greater area of Tokyo (continuous urban areas) includes a total of 12.369 million. The issue of determining Tokyo's population is further complicated by Yokohama. There is now continuous urban land use between Tokyo and Yokohama, such that Yokohama could really be considered a "suburb of Tokyo".

The last I heard it was about 200+ per square foot, taking into account all of the high rise dwellings. Impossible to evacuate in a major emergency.
