Monaco probably, but you would have to give up your US citizenship to avoid paying US taxes. You are taxed on your worldwide income no matter where you live if you are a us citizen.

There are a number of countries that do not levy an income tax, however if you are a US citizen or resident you will pay US income taxes on the income regardless of where it is earned.
