It means he like you enough to have a relationship, but not enough to say i am in love with you. It has not gotten to that stage yet.

If he says it to everyone, then it does not mean much. If he says it only to you, then you are special , but he 's hot into "I love you" (yet)

some people have a background (where they're from) that say that. i think it's brittish or something. "'ello love." is very common to be said.
