My sisters friend is buying names to sell for profit and I am not sure that is legal but she just brought my sister name.

As long as it's not 1)a Trademarked name, and 2)Not a name bought very close to a tademarked name for the purpose of blackmailing the "owner" of the trademarke into paying for it, or for purposes of decepition then it's legal.

ie You couldn't buy www.ibm.com if it where available. You could buy www.ibn.com (just using as an example based on ibm's trademarked name, no clue if ibn if a trademarked name) if available as long as you where not buying it simply to decive customers into making transactions with you thinking you where ibm, and you didn't try to blackmail ibm into buying it (buy it or I'll use the website to damage your company).

Yes and no.

If the names are generic, or merely creative phrases that are not already trademarked -- then yes, it's valid.

If the names are trademark protected -- no, it's not.

You mean domain names. It's legal.
