Because it was unexpected.

My brother is a pilot, and we talked about this.

Prior to that incident, pilots had standing instructions to humor hijackers, to fly where they demanded, so as not to endanger the passengers.

Now, their instructions are to put the plane on the ground immediately, no matter what.

It was a success because, although we knew it was a viable plan, we were too arrogant to believe they would be bold enough to actually do it.
