Your question is pretty valid. I hope u have read the book by Sidney Sheldon on this topic. I believe that countries like Russia and the US have already signed a treaty for not using this technology and we can trust their integrity. However if the same weapons get into the hands of terrorists the consequences would be not worth reflecting on. Even US was continuously being bombarded with so many hurricanes last year. This makes one wonder .......

Altering the weather is more commonly known as "Air Conditioning".
Some people in Mississippi, Luisiana, Burma, India, & Sri Lanka might look upon air conditioning as a weapon of mass destruction.
