The term is microfinance, a lot of service providers…….one of the most popular sites is www.Kiva.org but there are many others.
yes Kiva.org is safe to use but not that good for finical returns

I think the one you mean is Zopa (link below).
I can't comment on how safe it is. I've seen mixed reports at various places on the web. Do search for comments before actually using them.
