Impeaching Bush. HE SUCKS! he has continued this war after there has been constant proof that the supposed reason that we began this war (nuclear weapons of mass destruction) does not exist. Most intelligent people realize that the real reason he started this war is because they were planning to kill his father (former president George Bush Sr.) but he won't admit it!

Provide for the Common Defense, Promote the general welfare and secure the blessing of liberty for ourselves and our podiatry.
Or in other words defend our borders. Set up a monetary system and negotiate international trade agreements, and prevent laws that violate our God given rights from being written. That is it!
Aside from that Government has no place! Federal Government should not be in the Education business, the Charity business, the health care business or anything else that isn't one of the things I mentioned above. Socialism never works.

Probably economy, because as long as industries grow, employment does as well, and with strong companies and people earning good salaries, demand for education, health services, etc. increases. This generates competition which in theory should generate more companies, industries, schools, hospitals, employment, etc.
Education could be another answer, but I believe that educated people in a weak economy will simply migrate to other countries were economy is better, and therefore, were they have better chances to succeed.

ORDER.
A society, regardless of size, could provide all of those things you mention without any government at all. All that is required is the will to do so. The main purpose of government is to provide some degree of order. The key word there is "degree". People require some degree of order but they also want, and need, some degree of personal freedom. Freedom without order is chaos. And order without freedom is, well,...North Korea? Neither works very well.

Federal government:
Defense.
All the rest should be handled at the State level with the Fed's not taxing us for any of it. Let the governments closer to the people tax and handle these items where accountability will be more prevalent.

Tough question. A Libertarian would likely say that government need only maintain a coast guard and a postal system. Private industry could replace postal (UPS, FedEx), so I guess maintain a coast guard would be my answer.
