in what sense is our conscience the voice of god?

Determinants of human acts are(1) his own background (2) circumstance in which he is placed and (3) his inner voice or conscience if you will.

I would say that it is globally misunderstood as the voice of God, but being a behavioralist by training, I approach everything by antecedents and consequences, and look at what happened BEFORE a certain behavior that led to the reaction - what are the people getting out of their actions? is where I begin. For some it may be in fact serving that voice in their heads that they think is god, when that voice is what serves in my profession as the antecedent to future actions.

Well, since our conscience is that part of us that knows what is right and wrong, usually instinctively, I have a tendency to think of it as coming from somewhere other than myself. And the higher moral ground in many people's views is where God lies. That sentence was sort of phrased badly, but I hope what I meant came across.

In some respects, it depends on which religion you adhere to, & how it`s interpreted. Fanatic islamists kill others in the name of God. When one of their bombs inadvertantly kills another muslim, do they feel remorse? I sort of doubt it. Whether your conscience is the voice of God is debateable, but it seems to me that religion is a tool for teaching how to access those scruples (for lack of a better word). Unfortunately, religion can also be used to teach people how to get around their conscience.
