Definitely not - just write her back and say, "okay - if there's anything I can do - you know I'm here for you".
I had a new, stressful job and my grandmother was in the hospital. I had a friend who thought that I was blowing her off even though I kept telling her that things were really crazy and we'd get together when things settled down. Well, she left me the nastiest message on my voice mail and unfortunately, she did wind up losing a friend (me) because of that. It was a relatively new friendship and I just couldn't deal with that drama.
Just think about your past behavior with her. Do you call her a lot? Do you call her even after you've already left her a message or two, or three? Sometimes, people need space to work out issues or catch up with other friends. Other times, you have friends who get back to you the same day; others take a little longer to get back to you. It doesn't necessarily mean that they're mad.
I think she was kind in letting you know that she's just really tied up. Give her a few weeks; if she doesn't get back to you - then that's unfortunately her loss.

I obviously don't know the entire situation, but it seems as if she's attempting to send you a subtle message; the mess-age being that she doesn't want to be bothered. Give it time, though, and she may prove my theory wrong.

Sounds like she is mad at someone else. Maybe she is just going through something and she has to go through it by herself. Not always will it have something to do with u.
