Let the circle be described by
(x - a)^2 + (y - b)^2 = 16
Then the two lines will be
y = - 3x + 3a + b
and
y = x/3 - a/3 + b

y/x=1/3 then 3y =x then y =1/3 x

y/x = - 3 , then y = -3x
