Usually it is because it has more water and more fertilizer. Sometimes it is a difference in the variety of grass that is there (like "bluegrass" is less green for example).

If you're talking about the same lawn having color variation, it can be a question of nitrogen. Nitrogen is a fast, cheap, easy way to green up a lawn.
Try peeing on a specific area of a lawn. Because of the nitrogen in your urine, the spot will turn a darker green in a few days. Too much pee, however, will burn that area of a lawn and turn it brown.
A cheap fertilizer for a lawn is ammonium sulfate. It's basically just nitrogen and is available at most any garden supply outlet. It will green up your lawn in no time.
Why is grass greener on the other side of the fence? Perhaps the answer is more in the philosophy category.

genetics, plain and simple. why do so people have blonder or redder hair than others. some grass has genetics to have more chlorphyl which absorbs all light, except the green spectrum.
