Villainess turned X-woman Mystique

Mystique, and that's not a blue suit. That's supposed to be her own skin; she is a mutant with the power to change her appearance. She was played in the movies by Rebecca Romjin-Stamos (who is supposed to be Dutch.) In the comics, she doesn't have the strange texture, that was just for the movie. (And, I suspect, to differentiate her from the smooth polished appearance of the liquid metal terminator from T2) She is also unlike the women in Heroes who makes herself look different; she plays tricks on people's minds to make them think she has changed, but she doesn't really change.

Incidentally, Mystique is one of the very few naked female superheroes; she only simulates having clothing on.

It's the super villainess Mystique. Her powers abilties were shown perfectly in all three X-Men movies. She also kept close to her comics version as a reoccuring rouge in the 90s X-Men animated series. Also she appeared in the super hero rpg video game X-Men Legends 2 as a playable character. Also a playable one in the two fighting games X-Men Mutant Academy 1 and 2.
