tire doesn't seal at bead and there is a powdery white substance on the bead of tire.

THE RIM ON THE BEAD IS ALUMIUM.YOU NEED TO DIMOUNT THE TIRES AND GET THE BEAD GRINDED.THE POWDER YOU SEE IS OXIDIZED METAL.

and you could paint them with something to seal it is about all you can do... a tire shop should be able to fix it

take em apart and get out the wire wheel and clean them
