To make custom content for the homes, you'll need to use a meshing tool like Milkshape and a color enhancer package. I have no clue how to use either package since I don't make meshes, and I don't download custom content for lots.
To make clothes though, it's best if you use a program like Photoshop. Just go into the bodyshop, click on create clothes (or makeup, whatever you want). From there, the program will basically walk you through the creating process. There's even a tutorial, although it's kind of hard to follow. There are better tutorials around. I pretty much suck at making clothes for my sims. If you go to the Sims2.com forums, you'll be able to find tons more info on meshing and skinning. Good luck!

I don't create cc,but if you register your game at sims2 and join forum I'm sure someone help.
