Depends what you mean by competitive, really. There is definitely more parity in pro football, because there are no mediocre athletes in pro football. I too believe that college is catching up, due to the fact that the NCAA has lowered the number of scholarships that schools are allowed to award. I'm not positive what the number is now, but it's lower than it used to be. Think about it, if you were a talented player but not a blue-chipper, would you rather try to walk on and earn a scholarship at a traditional powerhouse or be on full scholarship at a somewhat lesser known school? Remember Boise St. over Oklahoma? Well, that would've never happened until recently. Boise has some truly talented players, not 5-star caliber but pretty good. Nonetheless, there certainly are more upsets in the NFL than in college, any NFL team can literally beat any other on a given day.
Someone made a great point about college ball though. A single loss, esp. early in the season, usually means nothing to a NFL team, but it may make or break a season for a college team. You tend to see more "hunger" in college players too, whereas pro's often get complacent once they've made a few million bucks. For me, college football is and always will be the more exciting game to watch.

I think that college is more competitive in the fact that there is no playoff at the end of the season. One game and your chances of a title could be over. However, college has bowls also, so if a team doesn't win a national title then they can try for at least a bowl bid and then a win. Also there is a lot more competition for players in college. They regulate heavily when you can talk to HS players, what you can say, and what you can offer them. I much prefer watching college than NFL.
I think the NFL is competitive in the fact that there are no bad players. If they are at this level, there is a reason. They run faster, hit harder, and know the game better than in college. Even the worst player in the NFL could outplay 99% of the population. However, that is what loses it for me. It takes some of the what if out of the game.
In college you have to know how to protect your weekness. If you have a defense that sucks in the beginning of the season, you probably will at the end. You can't acquire any Heisman trophy winners mid-season. It can be done in the NFL, you just don't see it that often because of the salary cap. Speaking of salary cap it helps even things out with college, but there is also a draft. Teams don't have to worry about trying to recruit players except free agents. They get a spot, in fact several spots in the draft no matter what.
Also, most pro athletes say they've never had as much fun as they did in college. There's a reason. Team comradery means something in college. It is almost non existance in the NFL. One team is as good as any. They just want to make lots of money and win a championship.
I guess your answer depends on your definition of competitive!

Pro football is the winner. It's tougher to move from bad to good in college football. Your team might play in a small stadium, with poor facilities, in a small area. It's tough to compete with the big schools that way. There's some movement up and down in colleges, but usually there are about 40 to 50 schools that figure to have a chance to be in the top 10.
Sometimes a good coach can change that for a moment. Look at Boise State, or Utah before under Urban Meyer. Once he leaves, though, the team often returns to obscurity.

Pro!! Every great high school player in the country could go to one college team. In the NFL there is a salary cap and the draft that help keep it even. Alot of college teams have never won the championship and never will. In the pros everyone has a shot at the Superbowl. Yes not every team has won the Superbowl but someday they will. Some college teams just can't get the recruits and never will.
ADDED - Deacon, it's not that the players you've named can't run with the guys in the NFL. It's that alot of the players they play against can't.
One of the first things you hear all NFL rookies say every year is "I need to adjust to the speed of the NFL". I'll take the players words for it, they're there.

honestly I think College is slowly catching up.. some of the college programs now are just unreal.. I think the players want it more.. and each game is way more significant in college.. a pro team is 7-0 and drops a game..they're still solid playoff material.. a college team drops to 7-1 they are pretty much out of the title chase..
having said that.. some of the pro players have been playing longer than most college players have been alive.. experience is a big thing.. but I'm a lil unsure if the speed is really that much greater in the pros than it is in the SEC right now.. I bet Percy Harvin, Tristan Davis and quite a few others could run with anyone in the NFL

The NFL is more competitive, there more defense and offense scheme involve alot more, like specialty scheme to set up for a play on offense or defense. College you have too many team playing each other, that's not very competitive. Like two team playing against each other, but one team is way better than the other one. When college season start you gonna see a team score 60 while the others score only 14 point. To much disparity of talent from one team to the next.

Pro football is definitely more competitive. That's why you don't see games that the score is 68-50 and you don't see teams going undefeated every year. College football isn't competetive at all. You have the power houses where every good player goes then you have the rest of the NCAA that just gets demolished.

College is way more competitive than Pro because in college, you play hard to get drafted. It when you feel like someone is a little better than you or trying to show you up, you play hard. But once you go Pro, they still love the game, it's just that wether they win or lose they still get paid the big bucks. After a while, they kind of lose that spirit you know. "Playing for love of the Game." I think thats what it's all about, and thats all college baby!
