Hard to say. Maybe that's just your opinion, because I think certain girls today look cute in mini skirts.
It could be that in the 60's and 70's, girls put together a simple retro look. These days, some girls tend to "Over Do It".

They weren't stick thin with chicken legs in the 60s and 70s. =]

because they were probably 20 - 30 pounds thinner than women now days. my mom at age 18 was 25 pounds thinner than me at the same age.

I think they had a little more meat on their bones.
And it's possible they didn't look as skanky.
