We can cut and run from someone else's civil war.
Truth be told, we can't leave now. Bush's policies have made a complete pig's breakfast of Iraq, and it's going to be up to the more level headed and intelligent Democrats to clean it up.
The War on Terror is not in Iraq. We should have our troops there. We should have civilians to help Iraq get out of it's current mess. But we can't be their cops indefinitely, which is what we are now.

The reason we did not find great quantities of wmd is because most of the materiels for them were shipped to Syria. The current violence in Iraq is centered mostly in Baghdad. It is an extremely large city with plenty of places to hide and carry out homicide bombings on the Iraqi people. To curtail the violence, the correct response was the troop surge. Having said that, it is encumbent upon the Iraqi government to step up its police campaign to reign in the perpetrators of those attacks. This will require them to make a decision if they are a civil government or an islamic government. They cannot have it both ways. We should begin a withdrawal (gradual) sometime after September, but it should not be announced to either the press or the people. It should be carried out in absolute secrecy to protect our troops. It should be noted that our economy, whether one wants to admit or not, is based on oil. We have had ample opportunities to graduate alternatives into our economy since the first embargo of 1973. We squandered that chance. It can still be done, but we should also open up offshore drilling as well as the desloate areas of Alaska. We cannot quit oil overnight or you will see a depression not unlike that of my parents' lifetime. All these things need to be taken gradually. A rush to judgment usually has deleterious effects.

Cutting and running would mean exiting Iraq before their government is capable of defending the country from foreign invasion and/or domestic insurgency. If we left Iraq before the government could stand on its own it would likely crumble to Islamic extremists who'd convert Iraq into a terror state.

What happens when the Iraqis are unable to protect themselves from a new terrorist group with a totalitarian leader comes and takes over the country. The US can leave Iraq when Iraq can defend itself. Then those lives were lost for nothing.

Withdrawing our troops from this senseless, illegitimate war is what they term cutting and running. It is just another ploy to convince the masses that it is un-American to think we have no business in Iraq. I liken it to programming.
