While there are no defined (even just loosely defined) expat communities, there would be lots and lots of snorkeling.

In Luzon, the beaches off Batangas are good for snorkeling. Then you can move to Puerto Galera. Or Palawan.

Visayas and Mindanao, with all the islands teeming around the cities, have innumerable snorkeling spots.
