I have a Samsung Blackjack that I frequenlty connect to my PC for recharging and file transferring. As long as my phone has some power this works fine. When the device has no power the USB port doesn't recognize that I have plugged anything into it and doesn't start recharging my phone. Unfortunately, today the battery is completely dead and I do not have access to my normal charger. Normally, this isn't an issue, as I just go to my car and recharge the phone for a minute or so to get power. Is there a way on a WinXP PC to force a USB port to send power to a device or to trick the port into thinking there is a device there?

Andy T, I doubt that is the issue. As I stated in my question, it normally works, but only when the device has power. Also, I have nothing else plugged into any of my USB ports. It seems like the issue is more along the lines of my PC doesn't recognize that something was plugged into the USB port.

BlurredMind, yes, this is the only device plugged in and I have tried all 4 ports.

USB power is attempted to send when a device is plugged, what you experienced as an issue is in fact USB power pool (which is finite and small) is all dished out, to get around it unplug whatever you not need at the moment or get a self-powered hub that can juice up the available power pool with additional amps.

Nothing I have heard of.
I suppose you have unplugged all other USB devices or try plugging it into another USB port?
