The Mann Act doesn't address my question, since it is not criminal to have sex in nevada at 17. No prostitution or commerce is involved so where does that leave it?

A 17 year old is a child and should not be having sex. She should be in school and enjoying her high school years as a TEENAGER (she is not an adult in Nevada whether she is 16 or 18--she is a child no matter what state she is in) The CA male is a sick pervert for wanting to kidnap a child and have sex with children.

Didn't you ever hear of the Mann Act? "Whoever knowingly transports any individual in interstate or foreign commerce, or in any Territory or Possession of the United States, with intent that such individual engage in prostitution,or in any sexual activity for which any person can be charged with a criminal offense, shall be fined under this title or imprisoned not more than five years, or both"

If you meet in Nevada, there's no crime.
If you drive her across a state line, its arguably a federal offense -- transporting a minor across a state line for criminal purposes.

you are not suppose to transport a minor over statelines.
this applies more to kidnapping and helping run-aways.
if a parent were to allow their child to leave the state I think any sexual activity she has would fall under that state's laws

If you cross the state lines with her you are guilty of kidnap, a federal offense, so think before you do that.
