my cooling fan isn't kicking on and we think it is the sensor

relay is probably shot, this is very common.

It's located below the battery attached to the engine side of the driver side wheel well.

Make sure you get a replacement that has the same type plug, they switched the plug type between the 95 and 99 models. It was switched for either the 96 and newer Neons or 97 and newer, I can't remember. Just don't get one from a 95 Neon and you should be fine.

There should be a sensor in or near the thermostat housing.

it is probally on the radiator their also a temperature sensor on the exaust manifold and a temp sensor on the block

USUALY they are located at the bottom of the radiator.
