Ok. The best provider for cheap phones is T-Mobile. He can get a really good free phone from them upon a new activation. Look at this!

If you go to Walmart, they have Virgin Mobile phones... nice phones, not old Nokias ... they have all kinds, usually running anywhere from 20-60 dollars... you can choose to either go prepaid or set it up on a plan where it deducts the payment from your bank account each month and as far as I know you can never go "over" the limit that is set. I used to do this when I first started working and my parents didnt think I was "ready" for a cell phone plan from a major company.

also what company does your family an dfriends have to cut the cost and get free in network calls.
