I think they would look good with heels, if the top/jacket was also dressy; and heels should be pumps, sling backs, and peep toe dress shoes, not kitten or wedge.
Number two might be able to pull off casual.

i disagree those shorts would look good with kitty heel shoes and that is about it . good luck.
