If you have a judgement against you and you are making payments to one law firm payments can you get another law firm to help negogiate the payments to be lower?

Sure. You can always get a lawyer to represent you in any matter -- regardless of who you are making payments to.

A judgment can not be negotiated anywhere outside the court, a debt can be negotiated not a judgment,
