No, everyone knew it would eventually happen, as it has been discussed in length since the 1040's. A major city in the hurricane strike zone on the coast that is below sea level. A 6th grader knew the eventuallity of the disaster. What is truly alarming is that the Louisianna state, and New Orleans governments didn't have a plan in effect, not only with a 60 year warning, but a 5 day warning when the actual event was taking place. And then everyone blames Bush, FEMA and Ray Nagins is re-elected. I guess that makes sense somehow?

It wasn't one person. I heard the prediction a year or two before Katrina, that if a big hurricane ever hit New Orleans that it would be a disaster.
