Animal Services has to do something if these animals are being neglected - keep calling them.
Also call the ASPCA, the Humane Society, your local code enforcement, your County Commissioners, police, fire dept, your state Senator, DO NOT GIVE UP.
Go to the phone book and call all your local county officials - this is not something you should ignore, for your sake and for that of the animals.
Why would you move??? That doesn't help the poor animals - keep making noise, get attention focused on this problem.

If you've tried both of those agencies, they must have given you guidelines for when they can step in?
I'd call police, too.
Maybe enough complaints'll change something.
Another thing...your local news channel.
You can sure get attention that way.
Also, your property in the area is probably zoned in a way that restricts the number and type of animals you can keep...check that out, too.
Some people's idea of hoarding is 5-6 dogs.
But if you really feel the person has passed the point where he or she is unable to properly care for the number of dogs, then pursue it.
Hoarders don't get that they are basically abusing animals through neglect.

Dallas has a limit on the number of animals that can be kept on the property and animal control are the people to call.
Keep a small text file with the date and time you called and who you talked to. Keep the reference numbers given you when you call 311 and call back after the time they state (3-10 days usually) and ask what the result was.

SPCA if they are over the limit and not being taken care of. What is the neighbor like? You could contact Health Services if the people seem to be a little crazy, extremely dirty, they are the ones that need the help.

Try a petition; go through your local court, they'll give you guidelines and tell you how many signatures you need. Tell them you want the neighbor to reduce to 3 or fewer dogs by Sept 30, and to not EVER have more than 3 at one time. Also that you want the odor controlled by Sept 30.
I'll bet that lots of your neighbors will sign; she'll go to jail if she refuses the court order.

If none of the official agencies seem to be doing anything about it even after you have reported it, contact the closest metro newspaper or tv news program. You would be surprised how quickly agencies get the job done once they get a little bad publicity for not doing it!
